Building datacenters on earth has political backlash. people complain about the power bills raising everyone's rates and they complain about the water usage even though modern data centers are on a mostly closed loop system. We can build all sorts of things on earth , high speed rail, water pipe lines, etc... but we often dont , not because of the cost of the project, but the political costs of the project by everyone suing and slowing down the process. You dont have this problem in space.
