Cuba doesn't have to deal with any FDA regulations so that may be possible. In general Cuba is a socialist hellhole... they can't figure out how to give their own people antibiotics, they have people having limbs amputated because of easily treated infections. Trash in the streets, decaying buildings, electricity goes out. They just sent out a NOTAM to airlines letting them know there is no fuel available and anyone traveling there may be stranded. All of the resorts are shutting down.

Cuba has done tons of amazing work creating new lung cancer treatments (not gonna say "cure/vaccine" cause I don't feel like having pedantic redditors crawling up my ass) with no profit incentive and no "billions of dollars". It is not necessary. Congrats on being propagandized though.
