sourceDoesn't really matter. They still need a seller to close the position. In other words, they can say "we can close our short at X price" but without someone to sell back that share, there is no transaction to complete. Someone still needs to be willing to sell. A naked short doesn't have a borrower to return it to, but it does have a buyer hodling it. Think of it like the EU putting a price cap on Russian gas. It's meaningless.
