Why have they still not developed a fully domestic supply chain for high end immersion DUV lithography? China may be able to do 5nm with DUV currently. But they are in large still doing it with western equipment. Because they tried for years to get the domestic industry off the ground. But they still are not anywhere close to where they are independent from the west for high end DUV equipment. If China wanted to build a fab today using only Chinese made equipment. They would still be stuck at 40/28nm. Anything better and they need the west still.
