I was wrong but you're also a little bit wrong. According to waymo's frequently asked questions **most** of the time there is no driver now. But not 100%. At any rate, having lidar does not preclude the use of computer vision via video as well. Lidar is merely a compliment, not the sole source of data for the AI to rely upon. It seems like it should be obvious that it is manifestly superior to have a two-eye system where one eye may be occasionally blinded as opposed to a system that simply has a single eye all of the time. If your worst case scenario is being knocked down to the same level as the competition, then you're obviously in a better position on the average. I'm also not going to sit here and pretend to be an expert on lidar, but my understanding is that rain merely leads to a reduced efficacy. Technically the same effect exists within relying on video cameras at the same time. Strong enough rain forces even human drivers to pull over due to lack of visibility. My understanding is that rain leads to reduced range and reduced accuracy, but lidar still provides valuable data even during the rain.
