They used Samsung fabs to manufacture the chip and also Samsung helped with the design. Parts of the Tensor G chips were based on Samsung exynos chips. Starting with this year's chip Google switch the manufacturing from Samsung to TSMC which should've helped with efficiency but seeing online, expectations were too high so people were disappointed. And I still think Tensor G borrows from Samsung exynos design.
