I think he is hinting at AI breakthroughs that change the game. The internet needed Clinton's "information superhighway" to really take off. In 2000 most people were still in dial up and a lot of homes didn't even have internet. Since this infrastructure is being funded by these companies, they are building it up so it is in place to be usable when the next breakthrough happens. I think he is probably wrong, too, but i don't know enough about how AI is really being used to know what sort of breakthrough would have this tech become indispensable.
